The film begins at a meeting in August 2002 where a social activist, Simon Petrov, reads the sentence dictated by the Inter-American Court of Human Rights ordering the Venezuelan state to compensate the relatives of the victims of the 27 February 1989 riots. People at the meeting begin recalling the sequence of events and remembering some tragic events. Discussion led by a representative of the Venezuelan Embassy and Dr Francisco Dominguez, head of the Centre for Brazilian and Latin American Studies at Middlesex University.
